MINUTES OF MEETING

OF MAYOR AND COUNCIL

CITY OF WATKINSVILLE

October 11, 2006

PRESENT: Mayor Luken, Council members Link, Purcell, Brodrick, Walsh and Walter and City Attorney Reitman.

VISITORS: See attached sheet.

QUORUM CHECK: Mayor Luken acknowledges a quorum is present. Mayor Luken also asks those with non-emergency cell phones to turn them off or down. All speakers are asked to approach the lectern and address Council.

WATKINSVILLE BEAUTIFUL YARD AWARD: Councilwoman Samantha Purcell announced Marvin and Amy Williams of 151 VFW Drive as receiving the Watkinsville Beautiful Yard Award for the month of October. The selection was made by Girasoles.

MINUTES: Councilman Link moved and Councilman Walter seconded the motion to approve the minutes of the September 13, 2006 Council meeting as presented. Motion carried unanimously.

JOHN MARTIN: Councilwoman Purcell moved and Councilman Brodrick seconded the motion to approve a building permit for an 18’ x 18.4’ screened room at 1171 Stone Shoals Terrace. Motion carried unanimously. Mr. Martin was unable to attend due to foot surgery. Under the circumstances, council considered this request in the absence of Mr. Martin.

CINDY PECK: No action taken, Ms. Peck withdrew her request prior to the meeting.

JOHN IMPEDUGLIA: Councilman Walter moved and Councilman Link seconded the motion to approve a business license for Uberprints, Inc. at 1021 Industrial Boulevard, Suite D. Motion carried unanimously.

Councilman Brodrick moved and Councilman Walsh seconded the motion to approve a business license for Corporate Cotton, Inc. at 1021 Industrial Boulevard, Suite D. Motion carried unanimously.

DONALD HARRISON, JR.: Councilman Link moved and Councilwoman Purcell seconded the motion to approve a business license for Mynk Corp at 22 Barnett Shoals Road. Motion carried unanimously.

QUINTON PHILLIPS: Councilman Brodrick moved and Councilman Walter seconded the motion to approve a business license for Wonderbarn, LLC at 90A Barnett Shoals Road. Motion carried unanimously.

SHIRLEY ALEWINE: Councilwoman Purcell moved and Councilman Walsh seconded the motion to approve a business license for Farm House Antiques, Etc. at 88 Barnett Shoals Road. Motion carried unanimously.

MARTHA HOWARD: Councilman Brodrick moved and Councilman Walter seconded the motion to approve a business license for Nans Country Kitchen at 42 Greensboro Highway contingent upon Oconee County Environmental Health approval of the Food Service Permit. Motion carried unanimously.

MARIE FOWLER: Councilman Walsh moved and Councilwoman Purcell seconded the motion to approve a business license for Chez Marie’s Market at 20 North Main Street contingent upon approval of transfer from the Georgia Department of Agriculture. Motion carried unanimously.

RECONCILIATION REPORT: Councilwoman Purcell moved and Councilman Walter seconded the motion to approve the August 31, 2006 Reconciliation Report as presented. Motion carried unanimously.

MAYOR’S REPORT: Report attached. There was some discussion regarding changing the council meeting night.

CITIZEN’S COMMENTS: Mary Moore adds unless there is a compelling reason to change the council meeting night, why make a change to satisfy a few. Maybe we should have a public hearing and get public input, says Ms. Moore.

OLD BUSINESS: 1. Bicentennial Reports: Joe Walter announces Jerry and the Street Department Crew have put up all the bicentennial banners. The committee worked hard and the banners look good. We ended up with a total of 51 banners. Mayor Luken adds that Maridee Williams chaired and is planning the Bicentennial Birthday Party. Samantha Purcell explained we will be receiving a live Christmas tree in a pot, which will be donated by Ed Thornton each year. After Christmas the tree will be planted somewhere inside the city limits.

NEW BUSINESS: 1. Mark Campbell – Storm Water Discussion: Mark Campbell with Carter Engineering states they would like to make sure the City of Watkinsville stays ahead of the curve in preparation for new businesses and developments. Carter Engineering is readily available to assist. In order to keep Watkinsville’s Soil Erosion Ordinance in compliance with the State of Georgia, there needs to be an amendment to add subsection (f) into Chapter 18, Article IV, Section 18-137 (See attached copy of the amendment.). Attorney Reitman explains this is a standard amendment and there is no need for a vote as this is the first reading. The second reading and approval will be handled in November. Mayor Luken thanks Mark Campbell.

2. Mayor Luken – Jackson Street: Mayor Luken encourages all to drop by Jackson Street as it has gone through a renaissance over the last few months.

3. Samantha Purcell – Substance abuse class: Councilwoman Purcell notes Ann Hester and Becky Vaughn have been working to provide a substance abuse class for managers, head waiters/waitresses and business owners as well as city employees. The Responsible Alcohol Sales and Service Class will be held on November 27, 2006, from 9 a.m. to 12 p.m. at the Watkinsville Community Center. We will receive eight (8) scholarships for the class to offer to the city employees and restaurant owners. The cost of the class will be $100.00 for any over eight (8).

ADJOURN: Councilman Link moved and Councilwoman Purcell seconded the motion to adjourn the October 11, 2006 Council meeting at 8:03 p.m. Motion carried unanimously.
