Dear Fellow High Shoalers,
There are big changes in store for City Park, thanks to the generous donations of citizen Stephen Felker. Look for a volleyball court, nature trails, exercise stations, and more! Wouldn't it be great if we got it all in place in time for the warm weather? That would be right around April 27, 2013, which happens to be the date for Dog Day IV. This will be the biggest and best Dog Day yet.
We need flyer dogs! Does your dog have what it takes to be featured on this year's Dog Day Flyer? Send me a few pictures and if our photographer agrees we'll schedule a shoot. If you have any suggestions for this year's event, please send those along as well.

Lastly, we could use some volunteers for the New Town Hall Committee. Let Carolyn or any council member know if you can help; it would be good to get some plans on the table.

Council Members at the Meeting: Mike Beall, Mayor; Council Members Jason Wisniewski, Steve Holzman, David Lawrence, and Stephen Arnold.
Citizens and Guests: Stan Brown, Dave Evans, Paul and Robin Dotterweich, and John MacKay.
Agenda Setting: Motion by Council Member Holzman to accept the agenda as modified, seconded and approved 4-0.
Presentation of Draft Minutes: Motion to approve draft minutes, as edited, by Council Member Holzman. 2d by Council Member Arnold. Approved 4-0.

Presentation of Financial Statements: Motion to accept Financial Statements as presented by Council Member Holzman. 2d by Council Member Wisniewski. Approved 4-0.

Citizen Comments on Non-Agenda Items: None.

New Business (Part One):
1. Building Permit, S. Brown – M. Beall
Stan Brown applied for a building permit for a 20' x 21' prefabricated carport, to be installed by Carolina Carports. No concrete will be poured. Motion to approve the permit by Council Member Wisniewski. 2d by Council Member Lawrence. Approved 4-0. Mr. Brown immediately paid the $46.20 permit fee.
2. Greenway Trail – M. Beall and citizen Dave Evans
Council discussed issues related to connecting various parts of North High Shoals with a greenway trail. Citizens Dave Evans and John MacKay offered to put together an action plan to present to the Council next month. Council Member Holzman will help with the mapping. Council member Wisniewski suggested that we take another look at trail grants.

Old Business

1. Street Update - M. Beall, S. Holzman


Numbering – The County has already converted Rays Church Road to 4 digit numbering. There may be one minor numbering issue remaining, which Council Member Holzman will try to resolve. The Town has received a state grant ($5,896.00) to be applied to the paving of Dickens Lane, the Town must match it.
Traffic calming - Speed humps have been ordered and one has arrived. Because of its weight we had it delivered to citizen Horst Klein's business, EFI. That saved the Town hundreds of dollars. Council Member Lawrence will find a company to install it.

Striping – County Commission Chairman Melvin Davis has asked the Town to join in the County's road striping bid. Council determined that there are streets and crosswalks that need repainting and crack-sealed. Mayor Beall will discuss those issues with Chairman Davis.

Radar sign - Another radar sign mount has been installed on Elder Road. The sign will be moved to that mount at the request of the Hickory Ridge HOA. Mounts have already been installed on Hillsboro Road near City Park, and on Jefferson Road. There was discussion of the need for an additional mount for Hillsboro Road, where traffic first enters town.
2. City Park Update – D. Lawrence
Citizen Stephen Felker will deliver tomorrow $3,500, which is just a portion of his donation to upgrade City Park. The money will be used for a volleyball court, net, and poles. Next on tap will be exercise stations, which cost about $6,000.00 (without installation.)
3. City Park Rules – D. Lawrence

           
There is presently a rule that prohibits group activities after dark. After discussion,          Council Member Holzman moved to amend the rule to prohibit group         activities after dark "without Council approval." 2d by Council member Arnold.             Approved 4-0.

4. Town Hall Roof – M. Beall

            Council Member Wisniewski moved to table this matter until the January            meeting. 2d by Council Member Lawrence. Approved 4-0.
5. Request from H.S. Elementary School – D. Lawrence

High Shoals Elementary School has requested $805 to electrify the greenhouse at the back of the school. After discussion, Council Member Arnold moved to grant the request from the "miscellaneous park expenses" portion of the Town's budget, provided that the school provides plants for City Park for 5 years. 2d by Council Member Holzman. Approved 3-0 (Council Member Lawrence recused himself.)

6.  Hickory Ridge HOA Meeting and Issues – S. Arnold
            Council Member Arnold advised council of concerns raised by the recent Hickory         Ridge HOA meeting. There are cracks in the streets and drainage issues. Mayor      Beall offered to address those issues with the County. The HOA was also           concerned about speeding on Elder Road, and the radar sign will be moved there.
New Business (Part Two):

3. Building Permit, R. Dotterweich – M. Beall
Citizens Paul and Robin Dotterweich applied for a building permit for electrical and plumbing repairs at their home, 136 Frazier Hill Road. They are converting an existing space into a bathroom. Council member Holzman moved to issue the permit. 2d by Council Member Lawrence. Approved 4-0. Council reminded the applicants that they will still have to meet Code Enforcement Officer Morgan Wheeler's conditions to obtain a Final Certificate of Occupancy.

4. Street Light Discussion – M. Beall
Mayor Beall suggested the need for additional street lights, which cost about $10 per month. Council Member Holzman expressed his opposition. Mayor Beall agreed to provide a list of potential street light sites at the January meeting.
5. Annual Town Bonfire - M. Beall

The bonfire remains scheduled for this Friday night. [NOTE: It was subsequently canceled due to weather.]

6. Annual Dog Day – Citizen J. MacKay

           Citizen MacKay explained the need to schedule the Town's Fourth Annual Dog             Day for April 27, 2013.

7. Hazard Mitigation Resolution with Oconee County – M. Beall

           Mayor Beall distributed the County's Hazard Mitigation Resolution Plan. After   discussion, Council Member Holzman moved to accept it. 2d by Council Member   Wisniewski plan. Approved by 4-0.

Mayor's Update: Mayor Beall reminded Council that ethics filings are due on December 29, with an 8 day grace period following.

Adjournment: Motion to adjourn by Council Member Wisniewski. 2d by Council Member Holzman. Approved 4-0.
