OK, so John Coyne owns property in 10th. The Orchard community is not my favorite place in Clarkesville. The fact that this candidate seems content to clone a couple of the more notorious GOP proposals does not inspire too much sympathy on this end. Here is his campaign piece via Laura Floyd

Biography
PERSONAL John Coyne is 56 years old and has five children and six grandchildren. He resides with his wife, Pamela, and son, Christopher, in Alpharetta, GA. I have been a property owner in The Orchard Community of Clarkesville for almost ten years.
EDUCATION
John was born in Glen Ridge, New Jersey in 1950, graduated from Livingston High School in 1968, attended Essex County College in Newark, New Jersey where he studied engineering and was Captain of the Golf Team from 1968-1970. In 1970, he transferred to the University of Georgia and received a Bachelor of Science Degree in Agriculture in 1972. During his two years at the University of Georgia, John was employed to help oversee the operations of the University greenhouses and the College Station Research facility as an assistant to several professors in the Horticulture Department.
PRESENT WORK HISTORY
John has been a Partner/Project Manager with the Architectural firm of H.D.H. Partnership since 1987. John’s area of specialty is in real estate due diligence providing clients with pre-acquisition and construction inspections, site and land use studies, architectural code compliance research, and providing and implementing a Capital Improvement Strategies and budget to satisfy the needs of the projects. During his tenure, John has dealt directly with some of the largest real estate investment groups and financial institutions in the United States. H.D.H. has provided services nationally to General Electric, American Express, Goldman Sachs, Donaldson Lufken and Jenrette, the RCT, Prudential Mellon Financial, Bank of America, The Charles E. Smith Co. in Washington, DC, Insignia of Greenville, SC, National Property Investors of Atlanta, GA, Mac International of Osaka, Japan, Grubb Ellis in San Francisco, CA, and Jamestown Properties of Atlanta, GA.H.D.H. Partners has reviewed several hundred properties totaling over three million multifamily units and several million square feet of retail development. John also is the CEO of several small family owned businesses, providing service to the residential and commercial real estate market. His latest undertaking is the formation of Managed Environments, Inc., a nonprofit company that will build and manage the homes for mentally challenged independent individuals.

Calibre Company’s developed and managed over 10,000 multi-family units in Atlanta and served other cities throughout the United States. John was a Principle Partner in The Summit Group G.P.In addition to his real estate development background, John also founded Sears Lawn Care Company, a licensee of Sears and Roebuck Inc. where he served as CEO The company serviced the metro Atlanta area. The company became second in size and service only to ChemLawn, the national leader in chemical lawn care. John has maintained a real estate license in Georgia for over 30 years and is presently licensed with the Charles Pittard Corporation’s Commercial Real Estate Brokerage, another well respected firm in the Atlanta market.

John started working, as most young men, cutting neighbor’s grass and shoveling snow. At 14, he delivered newspapers for the Newark Star Ledger, and as a senior in high school, got his first full-time summer job with Kinney Shoes. He continued working nights and summer vacations for Sherwin Williams’ distribution warehouse while attending college.
CIVIC LEADERSHIP
Being the father of five children, John has served in several areas. He was head coach and Director at Murphy-Candler Little League program, a sponsor to Atlanta Colt Football, an assistant to the Atlanta Junior Gold program, a supporter of Gwinnett County Soccer program, head coach with the Jonesboro Athletic Association’s baseball program, supporter and assistant to the Georgia Special Olympics, supporter and assistant of the Atlanta Association for Developmental Disabilities (AADD) recreational program, and the North Metro Miracle League (NMML) baseball program. John is a mentor at Roswell United Methodist Church where he serves as an Usher.
EDUCATION REFORM
I feel that our education system does not get the credit it so deserves. Most politicians want to improve education by additional funding. My position is that we should hold our children more accountable for the work they do and the results that they achieve. Parents and teachers have lost control over the last 30 years, as children’s rights have taken priority. Programs are changed to accommodate the student and not the school system.The drop-out rate is climbing and the average age of students dropping out of school is younger than ever. My solution is for parents to take back and regain control and responsibility of their children and demand accountability from the student. Each child should be required, by law, to complete four years of high school, thus eliminating the G.E.D. alternative. A student-to-student mentoring program should also be established. Smarter students make the best teachers. Give it a try, its cost free!
IMMIGRATION
Immigration reform cannot wait for partisan politics, it is time to get something done right. This legislation must solve the problem, not add new burdens. Here’s my plan, it has three parts. First, Senator Isakson’s proposed bill to secure the borders should be rewritten and improved by the House of Representatives. It is my desire to have all Georgia’s Representatives, along with a national consensus, vote with the people of America, which wants to close the borders and make them secure. I believe that this 2100 mile border should be made into a military base, a minimum of 5 miles wide or greater. Our military bases have always been secure and the laws regarding trespassing are very clear and so are its penalties. Therefore, the federal government will control the borders and border patrol will become a military operation. Second, the people of Mexico have been oppressed and exploited for years. They live in some of the poorest conditions in the world, yet as it is shown in the U.S. with our foreign workers, they are some very hard working people. Considering that the government led by President Vincenta Fox, which is known to be the most corrupt in the world except for his small powerful representation group and agreeing political party he controls, this dictatorship is disguised as a democracy. Who would not want to leave (only the select few)! It is time to remove this false government and its false leaders, who are not friends to the United States, and support someone who will allow the Mexican people to build their country to the standard we have in the United States. As it is said, if you help build it they will come, back!Third, revisit and pass Senator Edward Kennedy’s bill that raises the minimum wage to $7.75 per hour – now. Set in place a living wage level to go along with the minimum wage at $11.50 per hour, then help pass a minimum wage law in Mexico identical to the present United States program, and have all American companies step up to the plate and do what will help advance Mexico’s standard of living and add to its infrastructure and development. Do all the above and the other problems of immigration will fall into place over time.
NATIONAL HEALTHCARE AGENDA
During the past 10 years, the cost of healthcare services, insurance premiums, and prescription drugs have increased an average of 10% to 15% per year. At one time, the various companies (insurance, hospital, HMO, and pharmaceutical suppliers) that supplied health care services and administrative services were non-profit companies handling their services for a fee of 2.5% to 5%. The more the non-profit companies became aware of the large profits that several Fortune 500 companies (GM, Ford, G.E.). were generating, the non-profit companies decided to convert their companies to “for-profit” organizations, large publicly held corporations and proceeded to “get a piece of the pie”.Healthcare today is profit driven - large HMO’s and corporations negotiating to divide the “pie” and pass the expense on to the American public and their employers. Until someone stops this escalation of cost, it will continue to rise. My solution is simple. Healthcare and drug prescriptions should be reverted back to a non-profit, or minimum profit system. A Board of Public Health Commissioners, similar to our Public Service Commission and Insurance Commission, should be formed to set the true value of all areas of the healthcare industry.During this process of adjustment, I would nationalize healthcare by charging the Employer an 8% premium on all salaries paid, or a 4% premium on all gross sales. I would have the Employer collect a 4% premium from the employee for dependent coverage on their salaries. In addition to this, I would modify John Linder’s “Fair Tax” program to a “Health Tax” program, and charge an 8% sales consumption tax on all purchases made. This tax would cover the uninsured individuals who receive Medicare and are on disability. Also, self employed individuals would have to pay a healthcare premium on all their income. By the elimination of the Medicare portion of social security, these funds could be set into an account to rebuild the trust fund of the 12 trillion dollars that has been used by our government and not replaced. I recently had a discussion with a doctor at Emory Clinic, who also serves in the capacity of Director in the metro area, stating that healthcare costs should be cut in half, 10% per year for five years. In summary, this is the United States of America, the greatest country on earth. Everyone should have the best healthcare available to them. Anyone who does not agree with this, is wrong!
SOCIAL SECURITY
With the implementation of my national healthcare plan, and by using the Medicare tax portion to build up the country’s exhausted trust fund, this will help secure that Social Security will survive forever. I will add a provision to Social Security that charges a reasonable premium to purchase a long term life insurance policy that will increase the Social Security death benefit. We will set a base amount to be determined by a person’s age and an amount that covers what he or she has paid in, including a reasonable return on this investment if a person dies prior to the age of retirement.At some future time, a maximum limit of Social Security income will have to be maintained and Social Security will again become what it was originally supposed to be – supplemental income, not total retirement income.
