MINUTES OF MEETING
OF MAYOR AND COUNCIL
CITY OF WATKINSVILLE
October 10, 2007

PRESENT: Mayor Luken, Council members Purcell, Brodrick, Walsh, Walter and City Attorney Reitman

ABSENT: Council man Link

QUORUM CHECK: Mayor Luken acknowledges a quorum is present. All speakers are asked to approach the lectern and address Council. Mayor Luken commends Councilman Brodrick on his recognition as one of the 40 under 40 of Georgia’s Best and Brightest in the Georgia Trend Magazine. Mayor Luken further appreciates the accomplishments of all council members as he gives a highlight report of the activities over the past year.

MINUTES: Councilwoman Purcell moved and Councilman Brodrick seconded the motion to approve the minutes of the September 12, 2007 Council meeting as presented. Motion carried unanimously.

RUSSELL RHODES: Councilman Walsh moved and Councilman Walter seconded the motion to approve a business license for A Rhodeside Plumbing at 1020 Stone Shoals Terrace with the following conditions: (1) no signage in the yard; (2) no storage in the yard and (3) only administrative work on site. Motion carried unanimously.

JORDAN WOODRUFF: Councilman Walter moved and Councilwoman Purcell seconded the motion to approve a business license for The Space Between Interiors, LLC at 10 N. Main Street, Suite A. Motion carried unanimously.

DORY BROWN: Councilwoman Purcell moved and Councilman Walsh seconded the motion to approve a business license for Brown’s Fireside Shoppe, Inc. dba Dory’s at 1011 Industrial Drive. Motion carried unanimously.

BILL & GEORGANN HOYT: Councilman Walsh moved and Councilman Walter seconded the motion to approve a business license for Emma Laura (jewelry store) at 2 S. Main Street, Suite 106. Motion carried unanimously.

JASON LAWSON: Councilwoman Purcell moved and Councilman Brodrick seconded the motion to approve a business license for DuSouth Companies at 22 Barnett Shoals Road. Motion carried unanimously.

KENNETH GAUTREAU: Councilwoman Purcell moved and Councilman Brodrick seconded the motion to approve a beer and wine pouring license for Gautreau’s Cajun CafĂ© located at 2 S. Main Street, Suite 105. Motion carried unanimously.

ANNE MILLER-ANDERSEN: Councilman Brodrick moved and Councilman Walter seconded the motion to approve a beer and wine pouring license for Le Maison Bleu located at 2 S. Main Street, Suite 111. Motion carried unanimously.

MIRKO DIGIACOMANTONIO: Councilwoman Purcell moved and Councilman Walsh seconded the motion to approve a beer and wine pouring license for Mirko’s Pasta located at 2 S. Main Street, Suite 101. Motion carried unanimously.

SCOTT BOSWELL: Councilman Walter moved and Councilman Brodrick seconded the motion to approve a beer and wine pouring license for Floyd’s Grill located at 64 N. Main Street. Motion carried unanimously.

JOSE ZAMBRANO: Councilwoman Purcell moved and Councilman Walsh seconded the motion to approve a beer and wine pouring license for Girasoles located at 24 Greensboro Highway. Motion carried unanimously.

KIM ELDRIDGE: Represented by James White. Councilwoman Purcell moved and Councilman Walter seconded the motion to approve a building permit for a 16’ x 32’ swimming pool with open deck at 10 Second Street. There will be a 5’ fence with self locking gate installed around the pool area. Motion carried unanimously.

RECONCILIATION REPORT: Councilwoman Purcell moved and Councilman Walsh seconded the motion to approve the August, 2007 Reconciliation Report as presented. Motion carried unanimously.

MAYOR’S REPORT: See attached report. Councilman Brodrick moved and Councilman Walter seconded the motion to request a delay for one year in making the final payment of $28,333.00 to the Oconee County Board of Commissioners for the Durham Street Intersection. Motion carried unanimously.

Mayor Luken added one personal note to say that he would love to see a wine and cheese store and a small grocery store in Watkinsville. He asked Council to think about a very conservative Beer and Wine Package Ordinance. The ordinance should control issues such as lighting, appearance, certain items in the stores and signage.

CITIZEN’S COMMENTS: None.

NEW BUSINESS: (1) Consider Resolution to Adopt Partial Plan Update of the Joint Comprehensive Plan: Councilman Brodrick moved and Councilwoman Purcell seconded the motion to adopt the partial plan update of the Joint Comprehensive Plan as presented. Motion carried unanimously.

(2) Consider website bids: Councilman Walsh moved and Councilman Walter seconded the motion to accept the low bid or $3,150.00 from Zundra Daniel to design the City of Watkinsville website. Motion carried unanimously.

(3) Storm Water discussion: Mark Campbell explains in November of 2006 the City Council approved a new storm water ordinance. At the time of approval, the moratorium on building was still in place. Since the moratorium has been lifted, several projects have been affected. It is not terribly difficult; however, it requires developers to meet state requirements.

Councilman Walter asks if there are any suggestions on reuse of rain water. Mark Campbell notes he is open to use of anything to store and reuse rain water. If we can encourage people do so, let’s do, per Councilman Brodrick.

Chief O’Dillon adds he has received some citizen’s concerns regarding Harden Hill Road and New High Shoals Road. Speeding is a problem there. The police department will be working this area more.

Councilman Walter notes the edges of Harden Hill Road are collapsing along the ditch. Is there anything we can do? Discussion was held. Mayor Luken explains Harden Hill Road is actually a county road; however, we will look at options.

ADJOURN: Councilwoman Purcell moved and Councilman Brodrick seconded the motion to adjourn the October 10, 2007 Council meeting at 8:20 p.m. Motion carried unanimously.
