MINUTES OF MEETING
OF MAYOR AND COUNCIL
CITY OF WATKINSVILLE
February 11, 2009

PRESENT: Mayor Luken, Council members Link, Purcell, Brodrick, Walsh, and Walter

VISITORS: See attached sheet.

QUORUM CHECK: Mayor Luken acknowledges a quorum is present. All speakers are asked to approach the lectern and address Council.

MINUTES: Councilman Walsh moved and Councilwoman Purcell seconded the motion to approve the January 14, 2009 Minutes as presented. Opportunity for discussion. Motion carried unanimously.

Councilman Link moved and Councilwoman Purcell seconded the motion to approve the January 28, 2009 Minutes with noted changes. Opportunity for discussion. Motion carried unanimously.

KENT BEESE: Councilwoman Purcell moved and Councilman Link seconded the motion to approve the business license for A-Affordable Stump Grinding at 1091 Taylor’s Drive. Opportunity for discussion. Motion carried unanimously.

JOEY BRACK: Councilman Brodrick moved and Councilman Walter seconded the motion to approve the business license for Select European Auto at 74 Morrison Street with the condition that no more than two vehicles or parts of vehicles are stored in front of the building in plain view at any given time. Opportunity for discussion. Motion carried unanimously.

SCOTT THOMAS: Councilwoman Purcell moved and Councilman Walter seconded the motion to approve the business license for The Granary at 20C Greensboro Highway contingent upon Georgia Department of Agriculture approval. Opportunity for discussion. Motion carried unanimously.

LAURA ROSE: Councilman Walsh moved and Councilman Link seconded the motion to approve the building permit to relocate a 16 x 24 storage building to 104 White Street. Opportunity for discussion. Motion carried unanimously.

RECONCILIATION REPORT: Councilwoman Purcell moved and Councilman Walter seconded the motion to approve the December 31, 2008 Reconciliation Report as presented. Opportunity for discussion. Motion carried unanimously.

Julie Sanders gives an update on the FY2009 Budget (see attached report) as of January 31, 2009. No action taken or necessary.

MAYOR’S REPORT: Please see the Mayor’s Report dated February 11, 2009 (with attachments). Mayor Luken explains we have land in the City that is available for the County Courthouse. We will be interested in working with the County. All 10 County Commissioners agreed to keep the Courthouse in Watkinsville. Mayor Luken highlights the FY2008 Audit report. This is the fifth consecutive year that we have received no comments other than future recommendations. Julie tracks transactions on a regular basis. We now have a complete audit for FY2008. We have no intention to delete services or to raise taxes. Mayor Luken lists items of completion.

Councilman Link questions status of Mars Hill Expansion Project. Mayor Luken explains that we have been able to hold off on our final payment because the County has not presented a detailed report of the use of our prior payments.

Mayor Luken summarizes the proposed project to enhance the northern entrance into Watkinsville. He asks for Council consideration to pursue the project. After discussion, Councilman Brodrick moved and Councilwoman Purcell seconded the motion to authorize Mayor Luken to proceed with the effort to pipe the ditch under the conditions as outlined in the January 28, 2009 email (see attached). Opportunity for discussion. Motion carried unanimously.

CITIZEN’S COMMENTS: None.

OLD BUSINESS: (1) Public Hearing – Consider Solid Waste Management Ordinance Revisions: Councilman Walter moved and Councilman Link seconded the motion to accept the changes to the Solid Waste Management Ordinance as presented. Opportunity for discussion. Motion carried unanimously.

NEW BUSINESS: (1) Reappointment to Library Board: Councilwoman Purcell moved and Councilman Walsh seconded the motion to reappoint Susan Brodrick to the Oconee County Library Board. Opportunity for discussion. Councilman Brodrick abstained. Motion carries 4-0.

(2) Arbor Day Proclamation: Mayor Luken explains that Samantha Purcell has been very successful in that she has brought over 300 trees to the City, completed necessary requirements to award Watkinsville as a Tree City USA, and also is the author of the Urban Forest Ordinance. Councilwoman Purcell explains in recognition of Arbor Day this year, we will be giving away 250 trees to City residents. She and others will also be planting 10 cypress trees around the pond at the park on Saturday, February 14, 2009 at 2:00 p.m. She encourages all to attend.

The Arbor Day Proclamation (see attached) was then read and signed by Mayor Luken proclaiming February 20, 2009 as Arbor Day in Watkinsville.

ADJOURN: Councilwoman Purcell moved and Councilman Link seconded the motion to adjourn the February 11, 2009 Council meeting at approximately 8:15 p.m. Motion carried unanimously.
