Dear Fellow High Shoalers,                                                                                        October 18, 2011
Something must be going right here in the city because people are asking to be annexed into North High Shoals.  The Council has been working with John MacKay and Lorena de Santa to bring their entire property into the town and make them town residents.  The Council voted to annex their property into the town.
Lots of things going on in town….  Please check out the headings in the notes and the list of dates below.  The Council is trying to reach out to everyone in the community to let them know what is happening.  Please pass on the word.  Take special note of our town's attempt to bring us all together on November 5th .  You will hear more of this and other events soon.
From the Town Council: The town will be planting a flower bed at the park (and hopefully a small one at the office).  Bulbs have been ordered all in pink - to honor breast cancer survivors and to call attention to this health problem.  Anyone who would like to help is welcome.  These bulbs will be here next week and can be planted at the park on work day.

Council Members at the Meeting:  Council Members Mayor Kim Kraeling, Jason Wisniewski, Steve Holzman, David Lawrence, Violet Dawe, and Stephen Arnold.
Citizens and Guests: Mike Beall, Horst Klein, John Westman, John MacKay, Lorena de Santa, Morgan Wheeler, and Fred Johnson
Agenda Setting
  • No changes made.
Monthly Business:
  • Presentation of Draft Minutes for September, 2011.  Motion by Council Member Holzman to accept the minutes with edits.  2nd by Council Member Wisniewski.  Approved 5-0.
  • Presentation of Financial Statement for September, 2011.  Motion by Council Member Holzman to accept the financial statements.  2nd by Council Member Lawrence.  Approved 5-0.
Public Comments on Non-Agenda Items:
  • Horst Klein thanked the Council for following through on the clean-up of lots in town.
Old Business:
1. Street Update
  • Council discussed speed limits in town and the collection of data on Hillsboro Road concerning the replacement of speed bumps.
2. City Park Update
  • Council Member Lawrence reported on the need for a park clean-up day in November.  Council discussed trash clean-up in the park.  Baseball is continuing in the park.  Barbecue grill for the park was ordered; it should be erected in the park in November.
3. J. MacKay Annexation
  • John MacKay and Lorena de Santa have written a letter to the council expressing interest in having their property at 1130 Lexington Court, which is partially in the city limits, brought into the city limits.  Council questioned them to make sure they were still in agreement.
  • Motion to approve the annexation of the MacKay/deSanta property into the city by Council Member Holzman.  2nd by Council Member Lawrence. Approved 5-0.

4. E-911 Ordinance Vote
  • The council will make sure copies of the code are made available in town hall and online.
  • Motion to accept the ordinance as read by Council Member Holzman.  2nd by Council Member Dawe. Approved 4-1(Dawe).
New Business:
1. October 24 Town Meeting at HSES
  • Council discussed methods to further publicize the meeting.  They have already mailed postcards to the town, placed signs, advertised in the newspaper, and sent out email.  They considered sending information home through students at HSES.
  • Council discussed the logistics of hosting this meeting next week.
2. Street House Numbers
  • Council Member Holzman explained that the 911 operators have requested that the town make all address numbers four digits  He presented nine homes in the town that need to have their house numbers changed for consistency.  Council discussed how to proceed with this issue at the next month's meeting.
3. Fall Family Event
  • Mayor Kraeling explained her desire to have a community event in November which would involve a bonfire, community potluck
  • Motion to have the first annuel Fall Family at 5pm on November 5th  by Council Member Lawrence.  2nd by Council Member Holzman. Approved 5-0.
4. Dog Day 2012
  • Item has been postponed until November's meeting.
5. Christmas Parade 2011
  • Council Member Dawe discussed that the wording of the tax and notification needs to be updated.  Council decided to notify people of this part of the code.
  • Motion for the Council to participate in the Watkinsville Christmas Parade  by Council Member Holzman.  2nd by Council Member Dawe. Approved 5-0.
6. Audit Material Recieved
  • Mayor Kraeling announced that the Town passed the latest state audit on time.  Cheering followed.
Mayor's Update:
(All requests to be on the agenda must be submitted at least 7 days before a meeting.  Direct your agenda items to Town Clerk Carolyn Pritchett or any Town Council Member.  Look for the agenda for the next council meeting on the town's web site one week before the next meeting.  The next council meeting will be held at 7: 30 pm on Monday, November 21, 2011.)
  • Mayor Kraeling asked for volunteers to write a grant.
  • Council Member Holzman reminded council members to complete their election ethics reports.
  • Park work day was set for November 12th.
  • Motion made by Council Member Lawrence to adjourn.  2nd by Council Member Arnold.  Approved 5-0.
