Solar Dominates Georgia PSC HearingsThis week, Georgia Public Service Commissioners heard rebuttal testimony from Georgia Power executives about their 2013 Integrated Resource Plan. The hearings marked the final phase of testimony on the company's 20-year energy proposal.While topics ranged from energy efficiency to the closure of coal plants, the issue of expanded solar resources for Georgia ratepayers dominated the proceedings.
Commissioner Lauren "Bubba" McDonald announced a resolution that would require the state's primary provider of electricity to expand the amount of solar energy in its portfolio. McDonald called on fellow Commissioners to approve a further expansion of solar-generated capacity over the next three years.
In a question to Georgia Power witnesses, Commissioner Tim Echols asked whether an innovative solar project in Dublin was in violation of the Territorial Act of 1973. Company witnesses confirmed that the project, which helps the school system create economic benefits and reduce teacher furloughs, was not in violation of current Georgia code.
During public testimony, four local officials from Putnam County expressed concerns over the closure of Plant Harlee Branch in their area. The Putnam officials asked Commissioners to consider approving a solar farm that would help offset millions of dollars in tax revenue lost by Branch. Other communities around the state are similarly feeling stranded by closing plants.
Georgia Solar Utilities, Inc. CEO Robert Green was hopeful that the Public Service Commission would act in the best interest of Putnam County and all of the utility's ratepayers.
"Georgia is blessed with abundant sunshine and it's finally time for our state to take advantage of the tremendous opportunity for inexpensive and reliable energy," Green said. "We look forward to working with the PSC to bring economic recovery to hard-hit areas in our state through more solar."
