North High Shoals,



I am including three things of interest for you in this email.  First, the agenda for the meeting next Monday.  Second, the draft minutes from July's meeting.  Third,  the rules for qualifying for the three positions on the council that open this Fall; already, one council member, Mayor Beall, has informed the council that he will not be running for mayor again.

Community Center/Town Hall: On Monday the Council will be continuing their discussion of the design of the new community center/town hall which will be built in the park next year.  They have been discussing plans with an architect for several months and are nearing the end of their planning process.  This building project is the largest financial expenditure of your SPLOST dollars.  Please come to the meeting Monday and/or go by the town hall to view the plan they are working on.

Elections:  Three council seats are open this fall for re-election.  Here's your opportunity to throw your hat in or push someone toward that.  Information about qualifying is below,

TOWN OF NORTH HIGH SHOALS, GEORGIA
COUNCIL MEETING
July 20, 2015
Mayor Beall was absent, and Acting Mayor Steve Holzman called the meeting to order, declared a quorum, and presented the agenda.  Council Member Wisniewski made the motion to accept the agenda, and Council Member Evans made the second.  The vote was unanimous.  Council Member Wisniewski made the motion to accept the minutes, and Council Member Dotterweich made the second.  The motion passed with Council Member Evans abstaining due to her absence at the last meeting.  Council Member Wisniewski made the motion to accept the financial statement, and Council Member Evans made the second.  The vote was unanimous.   
Citizen Comments on Non Agenda Items
Mrs. Robin Dotterweich told council that she has been helping to correct the first part of the zoning ordinance using Microsoft Word.    Council thanked her for her work, and stated that she could continue.
Item 1.  Street Update
Council Members discussed Shadyfield Lane, Ray's Church Road, Frazier Hill Road, and replacing the rubberized speed humps on Hillsboro Road with asphalt speed humps.  Council discussed the future use of the rubberized ones.
Item 2.  Park Update
Acting Mayor Holzman stated that Lee Moody is working on the fit trail installation.   He also stated that the location will require additional lawn maintenance to keep the area clean.
He also told council that local Boy Scout Member Matthew Pritchett is waiting for approval for the outdoor education project from the Boy Scout Cherokee Eagle Council, but hopefully this project at the park will begin soon.  The location has been selected and treated with weed killer.
Item 3.  Town Hall Discussion
The council discussed the latest idea for the new Town Hall.   Council requested that the architect proceed with the next step toward finalizing the plan.
Mayor's Update
Acting Mayor Holzman stated that the city has received the information for the Georgia Department of Transportation LMIG grant application.  Council will consider needs of the town and discuss this at next month's meeting.
He stated that Karl Berg had recently attended three meetings of the Oconee County Planning Commission, and will keep the town updated if there is any activity that concern the city.
 
Mrs. Robin Dotterweich stated that greeting cards and restaurant gift cards had been purchased for the past and current principals of the High Shoals Elementary School.
Acting Mayor Holzman read a thank you letter from the Hickory Lake Homeowners' Association concerning the sidewalk.
There was no other business or comments, and Council Member Evans made the motion to adjourn.  Council Member Wisniewski made the second, and the vote was unanimous.

QUALIFYING ELECTION NOTICE
NORTH HIGH SHOALS, GEORGIA

Pursuant to the Georgia Election Code, notice is hereby given that a General Election for the Town of North High Shoals will be held from 7:00 a.m. – 7:00 p.m. on November 3, 2015 for the offices of Mayor, and Post 1 and Post 2 council positions.  The election will be conducted at the North High Shoals Fire Station. Candidates desiring to qualify for said election can qualify at North High Shoals Town Hall, 108 Jefferson Road, during the hours of 8:30 a.m. to 4:30 p.m. on August 31 and September 1 and 2. The qualifying fee for these four-year offices is $25.  Please call 706-769-4289 for information on qualifying, and 706-769-3958 for information on advanced/absentee voting, registering to vote, and the election.
Candidates must be at least 21 years of age and a resident of the town for at least one year prior to the election. A candidate must be a qualified voter of the town of North High Shoals registered to vote at least 30 days prior to the election and must never have been convicted of election fraud, a felony, crime involving moral turpitude or malfeasance in office. All qualified voters of the Town of North High Shoals registered 30 days prior to election may vote in said election.
