Here's the short version…..The Town Council really misses the support of the clerk who is recovering from a broken leg. Speed Bumps on Hillsboro led the meeting again. The town Council discussed their plans to respond to the county. The Council will be submitting an application for a grant to repair and expand walking areas at the park. Council members will be attending training on zoning and ethics. Park maintenance and town hall repairs were done by volunteers. Plans for soldier support and the Christmas parade are proceeding.

Council Members at the Meeting: Council Members, Kim Kraeling, Jason Wisniewski, Steve Holzman, Violet Dawe, and David Lawrence.
Citizens and Guests: Horst Klein, Heike Meuller, & Fred Johnson
Agenda Setting
- No changes made.
Monthly Business:
- Presentation of Draft Minutes for September 2010. Postponed
- Presentation of Financial Statement for September 2010. Postponed
Public Comments on Non-Agenda Items:
- No public comments were made.
Old Business:
1. Mobile Home Request (Process for Mr.Tidwell/Update K Kraeling)
Ø Council members note that Mr. Tidwell needs to proceed with his variance request to the planning commission.
2. Speed Bumps on Hillsboro (D. Lawrence/S. Holzman)
- Council members discuss meeting with county officials about the placement of traffic monitoring devices by the county to gather data on NHS traffic patterns on Hillsboro Road.
- Council Member Holzman reported his discussion with the Oconee County Fire Chief about the impact of traffic calming devices on Hillsboro. He also reported his research on costs and impact of traffic calming devices designed to better allow emergency vehicles to pass. Council extensively discussed placing sidewalks and additional traffic calming devices along Hillsboro at the suggestion of the public.
- Council members discussed their plans to respond to the county concerning the paving of Hillsboro.
3. Park/Trail Grant and Resolution (V. Dawe)
- Council Member Dawe led discussion on what the council plans should be for applying for a grant to maintain and upgrade walking paths in the park with the presentation of plans laid out on a prepared map She asked the council for feedback on her presentation. Council members offered extensive advice about how Council Member Dawe should proceed on the grant application.
- Motion to proceed with the grant by Council Member Dawe. 2nd by Council Member Lawrence. Approved 4-0.
4. Town Hall/City Park Maintenance/Work Days (J. Wisniewski/D. Lawrence)
- Council Member Lawrence reported that a great number of people came to the park on the clean-up day and accomplished several of the goals for the day. Planting beds were prepared, much mulch was placed in the playground, holes were filled-in, the paved path was scrapped, and privet was cut.
- Council Member Wisniewski reported that the gutters were finished on the town hall by volunteers.
New Business:
1. Building Permits - 130 Plantation Road (Renovation) and 0 Frazier Hill Road (Pole Barn)
- Motion to approve 130 Plantation Road (Renovation) permit by Council Member Holzman. 2nd by Council Member Lawrence. Approved 4-0.
- 0 Frazier Hill Road (Pole Barn) will be discussed in November 29th meeting.
2. Clerk Absence (K. Kraeling)
- Mayor Kraeling explained to the council that the town clerk is recovering from surgery for a broken leg.
3. Planning and Zoning Training January 19th in Braselton (D.Lawrence)
- Council Member Lawrence explained that the upcoming training in Brazelton would be a good opportunity for council members to learn more about the planning and zoning process.
- Motion to send two Council members to this training by Council Member Holzman. 2nd by Council Member Lawrence. Approved 4-0.
4. Elected Officials Ethics Training (K. Kraeling)
- Mayor Kraeling discussed an opportunity for a council member to attend a meeting in Atlanta which will inform city officials of the new state requirements and the electronic process of completing ethics guidelines..
5. Soldier Support (S. Arnold)
- Mayor Kraeling read a report from Council Member Arnold saying that he has informed the media of our efforts and individuals have contacted the town to participate.
6. Code Enforcement Process (K. Kraeling)
- Mayor Kraeling asked the council for ideas on how the town would enforce codes. Council Member Holzman strongly said the code enforcement should not be an elected official due to possible conflicts of interests.
- Motion to seek advice and examples of other towns from Joe Reitman about code enforcement by Council Member Lawrence. 2nd by Council MemberWisniewski. Approved 4-0.
7. Christmas Parade (V. Dawe)
- Horst Klein volunteered tractor, wagon, and decorating space in Watkinsville for the town to complete the trailer. Council members set time for preparing for the event and discussed decorating plans.

(All requests to be on the agenda must be submitted at least 7 days before a meeting. Direct your agenda items to Town Clerk Carolyn Pritchett or any Town Council Member. Look for the agenda for the next council meeting on the town's web site one week before the next meeting. The next council meeting will be held at 7: 30 pm on Monday, December 20, 2010.)
- Motion to have a work session followed by a special called meeting on November 29th to finalize the letter to the county about the paving of Hillsboro Road and to vote on the pole barn permit application on Frazier Hill Road. Approved 4-0.
- Motion made by Council Member Holzman to adjourn. 2nd by Council Member Lawrence. Approved 4-0.
