October 8th is International Walk to School Day.  Sidewalks to the school would be a nice way for us to participate.  Since we don't have them, YET, perhaps we could walk from the city park.  Did you know there is a back path in our park that leads to a gate in the behind HSES?  Since the Council did get speed bumps installed in front of the park traffic should be slower there for you to pull in.
Yes, the Council did get two speed bumps installed along Hillsboro Road.  Things have started to slow down there.  Maybe a couple more there would, along with sidewalks, make things even better.  They are moving forward with installation of exercise stations in the park that have been donated by a community member.
At the July Council Meeting the Town Council also made several maintenance decisions.  They decided to start ongoing ditch and roadside maintenance for better long term cost reduction.  They also decided to set a time table to deal with the barn in the park.

Council Members at the Meeting: Council Members Mayor Mike Beall, Council Members Jason Wisniewski, Violet Dawe, John McKay, and Ann Evans.
Citizens and Guests: Paul Dotterweich, Asa Argfulo, and Lee Moody

 
Agenda Setting:
·         Motion by Council Member Wisniewski to accept the agenda as written. 2nd by Council Member Evans. Approved 4-0.
Presentation of Draft Minutes:
·         Motion to approve draft minutes, by Council Member Wisniewski. 2nd by Council Member McKay. Approved 4-0.

Presentation of Financial Statements:
·         Motion to accept April & May Financial Statements as presented by Council Member Wisniewski. 2nd by Council Member Dawe. Approved 4-0.

Citizen Comments on Non-Agenda Items:  None
Regular Business:
1. Town Slogan – John McKay
·         Council discussed several possible slogans which had been submitted by citizens over the past year.
  • Motion to adopt the town slogan "Small Town, Big Heart" by Council Member McKay. 2nd by Council Member Evans. Approved 4-0.
2. Ethics Committee Ordinance – John McKay
·         Motion to make the first reading by Council Member Wisniewski. 2nd by Council Member McKay. Approved 4-0.
·         Motion to accept amendment by Council Member McKay. 2nd by Council Member Wisniewski. Approved 4-0.
·          
3. Use of Town Attorney,  – J. McKay
·         Council discussed ordinance 3-8 regarding Council Member usage of the town attorney.
·         Motion that council acknowledge that this body, and every member thereof, is bound by Section 3-8 of our Code of Ordinances, Procedures For Use of Town Attorney, in particular the preapproval and responsibility for payment provisions; any policies or practices that conflict with that Section and those particular provisions are hereby null and void.   by Council Member McKay. 2nd by Council Member Dawe. Approved 3-1 (Wisniewski).
4. Firearms Code Discussion – V. Dawe
·         Council Member Dawe reported that research by the council has revealed that many towns have a total ban on firearms, and she believes that the Council does not want to go down that path.  She would like to further refine the current code, and the Council discussed how they might do that.
  • Motion to mail current code to citizens and express we are working to re-write that code by Council Member Dawe. 2nd by Council Member Evans. Approved 4-0.
5. Fit Trail Update – A. Evans
  • Council Members Dawe and Evans reported on progress with this project.  The Council agreed to hire Lee Moody with funds up to $3,000 to install equipment
6. Roads and Drainage – M. Beall
·         Council discussed ditch work and maintenance as well as a myriad of issues dealing with roads all around town.
7. Town Hall – M. Beall
·         The town is planning to fix some siding and an awning on Town Hall.
8. Park Barn – M.Beall
·         Council discussed the barn in the park.
·         Motion by John McKay: We previously voted to demolish the park barn, and have all debris removed and the grounds cleaned, no later than Sep 30, 2014. In light of the second brood of vultures that is still in the barn, I move that we change the demolition deadline to the day before Council's Jan 2015 regular meeting, with the demolition work to substantially commence prior to Council's November 2014 regular meeting. Council is free to decide to renovate the barn instead, in a manner that would make it safe, attractive, and completely code-compliant. In that event, the renovation plan must be approved by Council at or before its October 2014 regular meeting, the renovation work must substantially commence prior to Council's November 2014 regular meeting, with all debris removed and the grounds cleaned prior to Council's Jan 2015 regular meeting. Please note that if we have to amend any portion of our codes, those amendments will have to be read no later than Council's September and October 2014 regular meetings.  2nd by Council Member Wisniewski. Approved 4-0.
9. Speed Humps on Hillsboro – M.Beall
·         Speed Bumps Could be installed this week.
10. Safe Routes to School  – A. Evans
·         Council Member Evans pointed out that October 6th is International Walk to School Day.  She has made  progress with HSES administration and will work with the PTO.
11. Extra Sheriff Patrol – M.Beall
·         Council will have two patrols per week in the town.
12. End of Life Open House  – J McKay
·         Council discussed offering an open house.
Mayor's Update:

Look for the agenda for the next council meeting on the Town's web site one week before the next meeting. The next Council meeting will be held at 7:30 pm on Monday, August 17, 2014.)
·         Bulbs for the park have been ordered.
·         Council needs to make LMIG requests.
·         Mayor complimented our representative on the County Planning Commission, Karl Berg.
·         The Council is very excited about a very large flatwork that has been spotted hanging around town hall several times over the last year.

Motion made by Council Member McKay to adjourn.  2nd by Council Member Evans. Approved 4-0.
